The rain effect is done nicely.  The only problem is that 
the person does not look wet.  Also, a stronger fog 
effect might help the rain look heavier.

Nice mood here, and the feeling of loneliness really 
comes through for me.  The rain looks rather solid and 
white, but still helps to develop the concept.  I like the 
texture used to make the sidewalk look wet.
