excuse ignoring texture detail.

The lighting is good, but where are the textures?  I think more work on your
material settings would of bumped your score up quite a bit.  Also I am not
sure why you needed the power you claim for this render.  Perhaps the original
radiosity settings were not tweaked as efficient as can be?

The level of detail on the houses is excellent (and no 
doubt contributes to the insane amout of computing 
power required to render the image).  I find that the 
scene is too brightly lit by the radiosity settings that 
were used.

Nice use of color to develop the mood of the scene.  
Buildings look good considering their simplicity.  
Placement of the buildings works well.  The building in 
the lower right corner bothers me a bit, though... the 
lines of the roof don't seem to match the angle of the 
front.  It's an interesting effect, but I feel it detracts 
slightly from the scene.  Very nice image overall.
