Excellent mood, the setting is perfect.
The camera angle difusses the action, unfortunately.  
And the people look to be flat.
Technically the sub is awesome (except for the 
spectators in the windows), but I squid is really rough, 
modelling and texture.
Concept - good idea.

Nice shaping on the sub and the octopus (although the 
tentacles seem rather angular in some spots.)  I like the 
effect of the sun's rays shining down, and overall the 
scene has a nice murky feel.  The inside of the sub as 
seen through the portholes seems rather flat, though, as 
do the lights around them.  It seems odd that the sun's 
rays show up but the rays from the lights don't.

Good work.  How about adding some small trails of bubbles, to indicate quick
movement/action and to enhance the underwater look?

The tenticles of the octopus tend to be a bit blocky at 
the ends.  Using a series of spheres would ahve been 
better
