Heightfield needs more detail...  and size.  A high-turbulence grayscale texture
on a plane surface for use as an image_map heightfield is the traditional way
to go.  I have a parametric surface macro and MegaPOV's vturbulence function to

Snow is bright white, not gray like that.

Not a bad piece of work.  The shaping on the submarine 
is simplistic but effective, and the sky looks good.  
Detailed textures would definitely help this scene a lot, I

I don't think the Gimp is a ray-tracer, which is why I gave a low technical
score - no post-processing.  I'm not sure why the sea made you think of subs
immediately. . . just because it is in water doesn't mean it is automatically
related to water.  And, finally, visually there is a lot of dead space. . . try
to have every element add to the composition of the final image.
