I loved all aspects of this except the feel that the rocks were the
wrong scale.....perhaps this was intentional but I didn't feel comfortable
with it. Maybe some vehicles moving between buildings would have been nice.

Technically marvelous! The detail on the city structures, though perhaps
simle to render, is impressive. It evokes a very, very realistic strong
picture of a thriving futuristic underwater city. I would love to see
the kind of detail you could have added with more time.

Nice scene... the sides of the cliffs look good, although 
the sharp straight edges at the top don't look very 
natural.  Nice use of basic shapes to make a complex 
city element.

It's a good looking image.  The water looks a bit too clear, and considering
how far under water it all must be there's far too much light.  So how about
darkening it all considerably but having spotlights shining down from the 
highter sturctures and lighting the lower buildings.  You can't argue with
those
prepacked textures they look perfect for the job.

1980's.  Finish, by all means. . . start earlier, if you have to.
