Probably already heard this: Try the faked caustics for that net of light effect.
They look pretty good. I, however, can't tell that your scene suffers in the
least from their absence. The debris was a nice(?) touch contributing to the
overall realism.( Unfortunate isn't it? ) Bravo!

I belive that the lighting effect that you are trying to get can be achived by using the caustics function in Povray.
The documentation is limited at best, (here's most of it)  
  finish {
    caustics POWER
  }

but one of the demo files packaged with the 3.0 release demonstrates exactly what you want.

This picture has an original idea and its set up very nicely,
as a stupid question how the hook and the line can do that
floating as there is no cork (or somethin that floats)?

Beautiful scene, very good sense of space in the underwater world.  I liked
everything about this scene except the shape of the fish, and the darkness of
their fins and mouths.  Their color, texture, and positioning were all
excellent, though.  Loved the sign!

I really enjoy looking at this one.  An image to cool off a hot summer day! 
This is well balanced, interesting, with a nice choice of colors and 
textures.  I had to ding you a point on what you admitted was missing
yourself, the light-play on the submersed objects and fish, and another
point for too little vegetation on the lake floor.  Otherwise, this is
one of my favorites!

For the "net of light" effect, look up caustics - it's faked, of course, but it
does work fairly well.

One of the very best pictures I saw so far. Really perfect are the worm in the foreground
and the boot in the middleground. Fascinating point of view. GratS!!! ;))

Maybe it's just me, but that worm in front doesn't "feel" close enough to warrant
its size. It hits me like a blotch on an otherwise great pic. Good fish-eye view.
