High artistic points here. The intentional overuse of halos creates a nice
chalk-sketch effect. ( Probably not what you were after but that's what it 
reminded me of and I liked it anyway. :)

Making the water more distinct from the sky should help the image quite a bit, and cutting down on the ambient light and using more "real" lights might make it look more realistic.

The flares and some of the buildings are very nice, but the fireballs and the
water look a bit too artificial. The sky is also much too crowded, but the 
riverfront lights are nice.

I liked the idea very much.  The only thing is, I wish the balls in the sphere hadn't been so distinct.  Wouldn've add a *lot* to rendering time, I know, but maybe if they had been halos instead of balls?

Very good colors, very good impression of fireworks.  The bursts were better
than the globes; I'd have liked to see the bursts be various colors.  Water
wasn't very realistic, but looked good anyway.

Maybe a more translucent effect to the fireworks would make this scene work a 
little better.  The fireworks just seemed to "solid" in their color.

Nice concept.
I like the flares.  The fireballs are eh.  I think more needs to be done with the street, 
like a jet black stripe simulating the difference between the road and the sidewalk.
